The Health Science Specialist is senior data analyst in the Program Evaluation and Resource Center (PERC}. She/he will manage and construct datasets, databases, and metrics, and provide technical support for PERC projects and national mental health priorities. A typical dataset or database constructed for PERC projects can include hundreds of thousands of patients and dozens of variables. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/05/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS 12 position you must have served 52 weeks at the GS 11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Individual Occupational Requirements (IOR) Basic Requirements Education Bachelor's or graduate/higher level degree: major study in an academic field related to the medical field, health sciences or allied sciences appropriate to the work of the position. This degree must be from an educational program from an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS 11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Uses common terminology in health care utilization (e.g., DRG, CPT, ICD-10 diagnosis and procedure codes, etc.) to extract relevant data. Prepares tables and graphs to summarize data, and creates forms or databases to monitor project activities. Documents programs in comprehensive, efficient, and easy to understand formats. Coordinates with a diverse group of program evaluation and data analysis staff to accomplish tasks required to complete evaluation projects. Assists other analysts with development and review of programs or database queries. Maintains systems for monitoring progress, establishing priorities, and coordinating multiple tasks with team members. Preferred experience: Experiences working with large volumes of health care data using SQL (structured querying language). Experiences with metrics used in mental health to evaluate program performance or a background in mental health and knowledge of performance measurement are highly desirable. Demonstrates ability to structure tasks independently is also preferred. Physical Requirements: The work is sedentary. Some work may require movement between offices, hospitals, warehouses, and similar areas for meetings and to conduct work. Work may also require walking/standing, in conjunctions with travel to and attendance at meetings and/or conferences away from the work site. Incumbent may carry and lift light items weighing less than 15 pounds. Evaluates data resulting from the application of mathematical statistical tools, models, methods and techniques. Undertakes assigned tasks in support of program evaluation needs which may include: measure development, attending study meetings, assisting 'in administrative or data editing tasks, and serving as a consultant on programming topics. Technical assistance Provides timely, responsive verbal and/or written information to customers. Provides specification and documentation of measures and the computer programs used to generate them. Training and Professional Development Acts as an in-house mentor to junior analysts and ensures information sharing and regular communication among team members. Keeps abreast of the developments in data management and statistical software and programming to be able to apply the most current techniques to new projects.
