As a direct report of the Medical Center Director, the Chief of Quality Management Service (QMS) is an essential member of HVHCS Executive Management Team, responsible for establishing, maintaining, and monitoring standards for the delivery of high quality and safe patient care as outlined in the VHA Directive 1026-VHA Enterprise Framework for Quality, Safety and Value. The Chief collaborates with the Medical Center Leadership as well as other management staff to direct improvement work by assessing needs, forecasting trends, transmitting values, communicating ideas, developing and implementing standards and policies, initiating programs and systems, and management of resources in alignment with VHA Medical Center strategic planning. The QM service is a major component of the medical center and the programs supervised are highly professional, technical, and complex in nature. Demonstrates clinical expertise and knowledge of health care programs to improve the quality of patient care, the use of resources and to facilitate compliance with internal and external regulatory requirements and standards. Ensures implementation of processes that systematically measure, assess and improve practices relating to ethical business practices and associated regulatory obligations and provides guidance and counsel in the incorporation of compliance related activities into the fabric of operations at the medical center.
