This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. You must meet specific individual eligibility requirements in accordance with VHA policy and submit your EDRP application within four months of appointment. Learn more The Licensed Professional Mental Health Counselor Program Manager provides direct clinical services for homeless Veterans within homeless shelters throughout the facility's patient care area. As the Program Coordinator, the incumbent assists in planning, establishing, and implementing policies and procedures; developing individual or group goals and objectives, trainings and education, as well as monitoring, operating, evaluating, coordinating and overseeing staff. The Program Coordinator will participate in the Continuum of Care (CoC) workgroups to foster collaboration with the community and the VA to end Veteran homelessness. The incumbent will oversee the management of homeless consults and homeless hotline referrals. The incumbent will assure that staff, within their supervision scope, are aware of, and adhere to all current directives of VHA, and meet current CARF and TJC standards, State licensure standards, and VA-OIG expectations. The incumbent will conduct ongoing intensive reviews and appraisals to ensure the accomplishment of objectives and adherence to standards set by governing bodies. The Licensed Professional Mental Health Counselor Program Manager works within the Community Outreach Division and maintains communication within the division as well as with the multiple community providers in a collaborative process. The Licensed Professional Mental Health Counselor Program Manager performs the administrative and personnel management functions relative to staff supervised. Incumbent will have established guidelines and performance expectations for staff, clearly communicated through the formal employee performance management system. The incumbent observes workers' performance and demonstrates and conducts work performance critiques. The Licensed Professional Mental Health Counselor Program Manager provides informal feedback and periodically evaluates employee performance. The incumbent works to resolves informal complaints and grievances and develops work improvement plans, recommending personnel actions as necessary. The incumbent provides advice and counsel to workers related to work and administrative matters and effects disciplinary measures as appropriate to the authority delegated in this area. The Program Manager reviews and approves or disapproves leave requests. The incumbent assures that subordinates are trained and fully comply with the provisions of the safety regulations. The incumbent supervises employees to accomplish the work of the organization unit. The incumbent exercises supervisory authorities and responsibilities involving work assignment and review, as well as the administrative and personnel management functions relative to the staff supervised. The incumbent performs a wide range of services and provides technical assistance to state, local, and private agencies, and universities. The incumbent is involved with technical assistance provided to monitor activities and program reviews and the development and analysis of information. In addition, the incumbent uses sound judgment in the interpretation of trends and patterns, the application of guidelines, and the recommendation of program enhancements. The incumbent performs program analysis, development, education, review, research, design, and contact work as possible with various agencies. The incumbent performs work related to the review, monitoring, analysis, planning and assessment of various programs. The incumbent is responsible for key project activities related to the planning, development, and implementation of the project component. The incumbent performs other related duties as assigned related to outreach support to Veterans in the community.
